After you upload your files at https://fax.to/member/my-documents/upload you need to visit your documents https://fax.to/member/my-documents and upload the files you want to combine.
You can click the checkbox on the left of each document and click the "Fax Selected" button when it appears
This will combine the files and allow you to send them as one fax.
